From St. Paul City Hall to a Statewide Ballot: The Step-by-Step Plan to Disarm Minnesotans

Recently in Minnesota, the St. Paul City Council approved a new ordinance estricting the possession of assault-style weapons, ammunition, ghost guns and binary triggers. Shocking, another liberal city passing a law that they know is unconstitutional at both the Federal and State level; but they did it anyway. Something else troubling regarding Minnesota is their “coalition system” that they have created. These coalitions allow for focused lobbying by local governments while allowing PACs or in this case, gun control groups to focus their spending on collective allies.  





In the city council’s press release, it outlined the unanimous support for what they state are five key provisions:

Ban the possession of assault weapons, large-capacity magazines, and binary triggers within city limits

Prohibit untraceable “ghost guns,” by requiring all firearms to have serial numbers

Restrict firearms in sensitive public spaces, such as parks, libraries, recreation centers, and city buildings

Require clear signage in public facilities to inform residents of restrictions and encourage compliance

Define enforcement authority and penalties—to take effect only if the state repeals or amends preemption law

To date, St. Paul has been the only city within the coalition of 17 cities to take such action; however, I believe this is just the beginning. What is particularly concerning is the four largest cities in the state all belong to the coalition and represent approximately 17% of the total population. Combining this fact with a governor like Tim Walz, who has vowed to support countless gun control measures, and Minnesota is in real danger of having their Second Amendment rights significantly infringed upon. There’s just one problem; none of the new regulations can go into effect until Minnesota’s state preemption law is repealed; a step that is not expected during this legislative session. 

Under current Minnesota law, local governments are prohibited from enacting their own firearm bans. That’s led to the MN Gun Owners Caucus suing St. Paul over its ordinance, and they’re already eyeing the next city that’s likely to adopt a similarly illegal ordinance. 





As a first step in repealing the Minnesota constitutional protection of firearms, Governor Walz previously supported a special legislative session this past October to try to force a vote on a gun and magazine ban under the guise of “public safety,” using the August shooting at Annunciation Church in Minneapolis as his justification for hsi gun control measures. With the political lines in the Capitol being relatively close with no party holding an absolute majority, the Governor knew that there would not be support for a constitutional amendment. Not wanting to rule out the future possibility, Governor Walz stated, “I remain open to a deal where we can come in and get something done. My only thing was I asked for a floor vote on high-capacity magazines and assault weapons. 

Shortly afterwards, he turned to X to try and shame Republicans (and a few Democrats) for their unwillingness to support a blatant attack on the Second Amendment. His post was rather simple, yet shows how he relies on partisan politics, social media pressure and pure emotion to influence the citizens of Minnesota: We won’t let the conversation around gun violence go away. I’m committed to passing legislation that meets the expectations of Minnesotans. Our offer to Republicans addresses mental health, school safety, support for law enforcement, and most importantly, common sense gun laws.”





For many, the failed attempt at a special session to specifically address gun control has been seen as a WIN for the Second Amendment. It should serve more as an indicator of shifting tactics in the State. During a panel discussion on a potential “assault weapon” ban, the Governor said “the state would have the voters take a vote because we know it’s super popular.”  Super popular among who? According to a poll by Everytown for Gun Safety, 61% of voters support a state-level assault weapons ban, while 64% back a ban on high-capacity magazines.  It seems for the Governor, a biased poll conducted by one of the largest and best-funded gun control groups is a key representative of reality. While we all know that the implicit bias in polls like this is typically far from reality, it makes for great political talking points and shaping public sentiment to influence political goals.

So back to the key point of St. Paul’s new unconstitutional ordinance; despite being completely unenforceable and contrary to both the Federal and State Constitution, the actions by the city council demonstrate the lengths elected officials will go to show they are “doing something.” 

What is alarming is when, under this anti-gun coalition of cities, one ordinance ends up being 16 additional cities passing the same ordinance, giving the perception that the “will of the people” is being enacted. Next, all the Governor has to do is a few press conferences and social media posts and before long, the populace starts to believe that citizens do support gun control. For those of us who adamantly support the Second Amendment, these actions have little impact; however, for those who are indifferent to firearms or have bought into the “its all about public safety” propaganda, before long, they will find themselves in the “common sense gun control” side.





As long as the legislature is deadlocked, Walz can’t get his gun and magazine bans before the voters. But all it would take is for Democrats to pick up a single seat in the state House to send a constitutional amendment banning commonly-owned arms to Minnesota voters. 

With another year until the mid-term election cycles, now is the prime period to start influencing public opinion and more importantly perception. The recent election cycle earlier this month illustrates that if you don’t become involved, or at a minimum, take the time to vote, you will find yourself on the defensive end of politics. Pay attention to everything happening politically, from the federal level to the local level. As St. Paul has recently shown, all it takes is seven city council members to pass something that is repugnant to the U.S. Constitution and create a psychological win for “gun grabbers” that will build momentum and soon spread to other states.
